UNICAEN joins the MEnS network to strentghten its education in exile policy

Supporting students in exile in resuming their higher education is a long-standing commitment of the University of Caen Normandie. In 2014, UNICAEN made the choice to wished to secure and intensify its existing support programs by including them in its mission statement. Since then, the Carré international carries a specific procedure to direct students in exil to FFL programs with a possibility of tuition waiver. 
To support these programs, UNICAEN has recently joined the MEnS network (Migrants in Higher Education) which now includes 42 French higher education institutions committed to welcoming and supporting students and researchers in exile. In 2018, the MEnS network was at the initiative of the University Gateway Diploma for students in exile – DUPEX, accredited by the French Ministry of Higher Education, and eligible for the CROUS social and financial aid (usually exclusively implemented for LMD degree seekers). UNICAEN applied for the program from year one and the DUPEX has been both locally and nationally accredited starting 2019.

Between a strong policy of tuition waiver for the French language training programs and the local implementation of the DUPEX, students in exile find at UNICAEN the necessary tools to structure a real project of academic and professional integration. Since its creation, the UNICAEN DUPEX hosted more than 70 students, helping themstrengthen their linguistic and disciplinary skills in order to apply for Bachelor and Master degrees in Caen.

One of the new missions of the MEnS is also to coordinate for its member institutions the European FAMI call for projects (Asylum, Migration and Integration Fund), which provides additional fundings to programs such as the DUPEX. This fund would thus take over the AIMES funding programs of the AUF – Agence universitaire de la francophonie, now reserved for actions implemented outside the French territory. At UNICAEN, these funds have been used to recruit within the Carré international a staff dedicated to advising and supporting DUPEX candidates and then ensuring their follow-up throughout their Gateway program.

Soutenir et accompagner les étudiants en exil dans la reprise d’études supérieures est un engagement de longue date de l’université de Caen Normandie. En 2014, sous l’impulsion de l’équipe de la présidence, UNICAEN a souhaité pérenniser et intensifier ses dispositifs existants en les inscrivant dans son projet d’établissement. Depuis lors, le Carré international porte un dispositif d’accueil et d’exonération des étudiants en exil, lesquels sont orientés vers les formations de FLE (DUEF diplômant ou cours du soir) et peuvent solliciter l’exonération totale des frais de formation. 
Pour appuyer ces dispositifs, UNICAEN a rejoint le réseau MEnS – Migrants dans l’enseignement supérieur, qui regroupe aujourd’hui 42 établissements français d’enseignement supérieur engagés dans l’accueil et l’accompagnement des étudiants et chercheurs en exil. En 2018, le réseau MEnS a par exemple été à l’initiative du Diplôme universitaire passerelle pour étudiants en exil –  DUPEX, accrédité par le MESRI et éligible aux aides sociales du CROUS (habituellement exclusivement mises en place dans le cadre de formations LMD). UNICAEN s’est porté candidate dès la 1ere année sur ce diplôme et le DUPEX, qui fait l’objet d’une double accréditation locale et nationale, a pu être habilité en 2019 et reconduit en 2021.

Entre une forte politique d’exonération pour l’apprentissage de la langue française et la mise en place du DUPEX, les étudiants en exil trouvent à UNICAEN les dispositifs nécessaires à la construction d’un véritable projet de formation et d’insertion professionnelle. Depuis sa création, le DUPEX UNICAEN a ainsi permis à plus de 70 étudiants d’être diplômés et de renforcer leurs compétences linguistiques et disciplinaires pour candidater en licence et en master à Caen. 

L’une des nouvelles missions du MEnS est également de coordonner pour ses établissements adhérents l’appel à projets européen FAMI – Fonds Asile, Migration et Intégration, lequel permet d’apporter un financement complémentaire à des dispositifs comme le DUPEX. Ce fonds prendrait ainsi le relai sur les programmes de financements AIMES de l’Agence universitaire de la francophonie – AUF, désormais réservés aux actions menées en dehors du territoire français. A UNICAEN, les financements AIMES ont notamment servi à recruter au sein du Carré international un personnel dont la mission principale est de conseiller et d’accompagner les candidats au DUPEX puis d’assurer leur suivi tout au long de leur formation passerelle. Des formations de formateurs bénévoles ont également pu être financées grâce à ce dispositif.
